Before you bid: a compliance checklist

Reconstruction projects attract close scrutiny. Run these checks before you invest time in a bid. This is a starting list, not a complete compliance programme.

Checklist

  1. Sanctions. Screen your company, owners, subcontractors and suppliers against applicable sanctions lists (for example EU, UK, US and UN lists).
  2. Anti-corruption. Confirm your policies meet the requirements of your home jurisdiction (such as the UK Bribery Act or US FCPA) and the funder's integrity rules.
  3. Counterparty due diligence. Check the beneficial owners of any local partner or agent.
  4. Eligibility. Make sure you meet the nationality, experience, turnover and licensing requirements in the notice.
  5. Security and insurance. Ask insurers and, where relevant, export credit or political-risk insurance providers what is covered by region.
  6. Data protection. If you handle personal data of EU residents, GDPR may apply.
  7. Local law. Get advice from a Ukrainian lawyer on registration, tax, contracts and dispute resolution.

Not legal advice. Laws and sanctions change often, so confirm with qualified advisers.
