REQUEST FOR EXPRESSION OF INTEREST Ministry for Communities, Territories and Infrastructure Development of Ukraine Second Urban Infrastructure Project (UIP-2) Central Project Management Unit (CPMU) Consultancy Services - Deputy Head of CPMU (№IC-C-002/1) Country: Ukraine Project: Second Urban Infrastructure Project (UIP-2) Sector: Sanitation, water supply, solid waste management Project ID No.: P132386 1. BACKGROUND Ukraine has received financing from the International Bank for Reconstruction and Development (IBRD) in the amount of USD 350 million under Loan Agreement No. 8391-UA (USD 300 million) and Clean Technology Fund related Loan Agreement No. TF017112 (USD 50 million) toward the cost of the Second Urban Infrastructure Development Project (the "Project"). The Project includes three components: A) Urban Infrastructure Investments; B) Institutional Strengthening and Capacity Building; and C) Project Management. The Project aims to assist the Utility Companies in selected cities to improve the quality and reliability of services while reducing the cost of services through a series of institutional improvements and selective investments in the rehabilitation and replacement of deteriorated water supply, wastewater and solid waste management systems. The Project will be implemented under the general supervision of the Ministry for Communities, Territories and Infrastructure Development of Ukraine (hereinafter - MIU). A Central Project Management Unit (hereinafter - CPMU) has been previously established for the day-to-day management and coordination of the Project and provision of assistance to Utility Companies participating in the Project in disbursement issues, financial management, reporting and other Project-related activities. Implementation of the Project shall be regulated by the Decree of the Cabinet of Ministers of Ukraine No. 70 dated January 27, 2016 On the Procedure for Preparation, Implementation, Monitoring and Completion of Economic and Social Development Projects of Ukraine Supported by International Financial Organizations, other legal acts of the Cabinet of Ministers of Ukraine, orders of MIU and Project Operations Manual 2. OBJECTIVES The purpose of engaging the Deputy Head of the CPMU (hereinafter referred to as the Consultant) in the CPMU team is to ensure continuous, efficient and coordinated functioning of the CPMU for the purposes of the day-to-day management of the Project implementation. The Consultant will lead the CPMU (acting as the Head of the CPMU) and organize its activities as required and when justified by the need to do so, in order to achieve the Project objectives. The Consultant will closely cooperate with the Head of the CPMU and other Consultants involved or related to the Project implementation and shall take measures to ensure that the CPMU team performs its core functions in a joint, systematic, efficient and quality manner. 3. SCOPE OF SERVICES The Consultant will perform its duties and act: proactively, where the Consultant's own initiative is required; reactively, i.e. in response to requests from the Client of the Services, the Head of the CPMU or other parties, if it is directly or indirectly provided for by these Terms of Reference; passively, in compliance with the terms of the contract. In order to achieve the objectives, set out in these Terms of Reference, the Consultant shall, in particular, ensure clear coordination of the interaction of the CPMU Head and other Consultants involved or related to the Project implementation, the responsible executor and/or beneficiaries with other organizations and institutions involved in the Project, as well as with the IBRD on the preparation and implementation of the Project. The Deputy Head of the CPMU directly organizes, coordinates and supervises the performance of the following functions by the CPMU team: development and implementation of the action plan for the preparation and implementation of the Project, reporting on its implementation; day-to-day management of the Project; preparation of documents on amendments to the Project, if necessary; monitoring of the Project implementation; organization of the Project financial management system; ongoing monitoring over the targeted use of funds under the Project; preparation of draft payment documents (payment orders, applications, etc.), as well as supporting documents for receiving IBRD funds from the loan account or designated account; checking and initialing of all payment documents under the Project ; preparation of reports on the Project in accordance with the requirements of the IBRD and other authorities in accordance with the applicable law; preparation of reporting financial documents, accounting for the Project, storage of financial and other reporting documents required for the Project audit; organization of the audit of the Project; preparation of the procurement plan under the Project; preparation of procurement reports on the project in accordance with the requirements of the IBRD and the authorized central executive authorities; conducting competitive bidding under the Project; preparation of contracts in accordance with the requirements of the IBRD; monitoring and control over the implementation of contracts; preparation of reports on the status of the Project budget execution; preparation of reports on the expenditure of Project funds for the IBRD and other authorities in accordance with the applicable law; preparation of the final report on the results of the Project implementation; oordination of the interaction of the responsible executor and/or beneficiaries with other organizations and institutions involved in the Project, as well as with the IBRD on the preparation and implementation of the Project. 4. REPORTING The Deputy Head of CPMU will report to the Head of the CPMU and the Project Coordinator at the Ministry for Communities, Territories and Infrastructure Development of Uk
