Procurement of 4 (four) specialized pumps for wastewater pumping at sewage pumping stations No. 1-A and No. 3-A

Invitation for bids Goods (Two-Envelope Bidding Process) UKRAINE Second Urban Infrastructure Project (UIP2) № 8391-UA and TF 017112 Contract: Procurement of 4 (four) specialized pumps for wastewater pumping at sewage pumping stations No. 1-A and No. 3-A ID number: VIN-ICB- 13 1. This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business issue of August 5, 2014. 2. Ukraine has received a loan from the International Bank for Reconstruction and Development toward the cost of Second Urban Infrastructure Project (UIP-2) № 8391-UA, and it intends to apply part of the proceeds of this loan to payments under the contract for No. VIN-ICB-13 for the Procurement of 4 (four) specialized pumps for wastewater pumping at sewage pumping stations No. 1-A and No. 3-A. 3. The Utility Company " Vinnytsyaoblvodokanal " now invites Bids from eligible Bidders for the Procurement of 4 (four) specialized pumps for wastewater pumping at sewage pumping stations No. 1-A and No. 3-A to be delivered in Vinnytsia, Ukraine no later than June 27, 2025. Basic qualification criteria for bidders are as follows: a.) Financial Capability : The Bidder shall submit financial statements for the last three (3) calendar years prior to the deadline for submission of bids, which demonstrate the current soundness of the Bidder's financial condition. For a joint venture this requirement shall be met by each member Minimum annual turnover for the last three (3) calendar years: USD 2 500 000 (two million five hundred thousand US dollars); Domestic bidders must provide documentary evidence of no overdue debts to tax authorities . b.) Specific Experience : The Bidder shall demonstrate that it has successfully completed at least 1 (one) contract within the last 3 (three) years prior to bid submission deadline, with a value of at least USD 750,000 (seven hundred and fifty thousand US dollars) that has been successfully and substantially completed and that is similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined. c.) Manufacturing experience and Technical Capacity : For the items under the Contract that the bidder is a manufacturer, the Bidder shall furnish documentary evidence to demonstrate that: - it has manufactured goods of similar nature and complexity for at least 3 (three) years , prior to the bid submission deadline; and - its annual production capacity of goods of similar nature and complexity for each of the last 3 (three) years prior to the bid submission deadline, is at least in 2 (two) times the quantities specified under the contract. d.) Manufacturer's authorization : A Bidder who does not manufacture an item/s where a manufacturer authorization is required in accordance with BDS ITB 17.2 (a), the Bidder shall provide evidence of being duly authorized by a manufacturer (Manufacturer's Authorization Form, Section IV, Bidding Forms), meeting the criteria in (d) (i) and (ii) above, to supply the Goods; e.) A bidder who does who does not manufacture an item/s where a manufacturer authorization is not required in accordance with BDS ITB 17.2 (a), the bidder shall submit documentation on, its status as a supplier, to the satisfaction of the Purchaser - authorized dealer/ distributor of the items . Detailed qualification criteria are specified in Section III. Evaluation and Qualification Criteria of the Bidding Document. Countries covered by the Cabinet of Ministry of Ukraine Decree No. 187 (3 March 2022) and Decree No. 1178 (12 October 2022), which the Purchaser is required to comply with, are not allowed to participate in the bidding, and bids containing such goods will be rejected. 4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011, revised July 2014, and is open to all bidders from eligible source countries as defined in the guidelines and Section V. Eligible Countries of the Bidding Document. In addition, paragraphs 1.6 and 1.7 describe the policies of the World Bank, regarding conflict of interest. 5. The bidding procedure will be conducted through the electronic procurement system and a complete set of bidding documents in English language is available in a free access at the authorized e-procurement portal Prozorro at https://prozorro.gov.ua/tender/UA-[phone removed – see original notice]-a. 6. Interested eligible bidders may obtain further information from Utility Company "Vinnytsyaoblvodokanal" by sending their clarification requests through the e-procurement system. Submission of clarification requests as well as bids through the electronic procurement system requires mandatory prior registration of the bidder at one of the marketplaces of bidder's choice from the list available at https://prozorro.gov.ua/en/majdanchiki-prozorro. 7. Bids must be submitted not later than 03.02.2025 08:00 am through the marketplace selected by the Bidder in accordance with instructions provided in Section II. Bid Data Sheet of the Bidding Document. The marketplaces charge a fixed fee for submitting a Bid.
