REQUEST FOR EXPRESSIONS OF INTEREST (MOES-C3-05-SUP-IC-19 - Specialist in the promotion and dissemination of the results of scientific and innovative activities) Market Approach - Open, National UKRAINE Ukraine Improving Higher Education for Results Project Loan Agreement No. 9238-UA Assignment Title: Specialist in the promotion and dissemination of the results of scientific and innovative activities Reference No. MOES-C3-05-SUP-IC-19 The Ministry of Education and Science of Ukraine (MOES) has received financing from the World Bank toward the cost of Ukraine Improving Higher Education for Results Project (hereinafter referred to as Project) and intends to apply part of the proceeds for consulting services. The Project aims to increase efficiency and improve conditions to ensure quality and transparency in the higher education system of Ukraine. The purpose of the Consultant's activities is to provide expert support to the Ministry of Education and Science in the development and implementation of communication policy in the field of science, research, and innovation, aimed at raising awareness, engaging stakeholders, and promoting scientific activities in Ukraine and internationally. The Consultant will be contracted through competitive selection in line with the World Bank's "Procurement Regulations for IPF Borrowers" September 2025 ("Procurement Regulations"). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank's policy on conflict of interest. MOES now invites qualified interested persons to submit their expression of interest in Ukrainian and English as provided in the Terms of reference.
