How to use Ukraine Builders: a step-by-step guide for suppliers and contractors

Ukraine Builders collects public procurement information for Ukraine's reconstruction in one place. This guide shows the tools in the order most suppliers and contractors need them. You can follow it in about fifteen minutes. Everything in steps 1 to 6 is free.

Step 1. Find tenders that fit what you sell

Open Tenders. Filter by sector, region and status, or search by a word such as "valve" or "generator". Each tender has its own page with an English headline, the buyer, the deadline, the value and a link to the official notice, which is the only authoritative version. The tenders come from the World Bank, EU TED, the EBRD and Prozorro, and the data is updated every day. It is a selection of larger, reconstruction-related tenders, not every tender in Ukraine; see Data sources for what is and is not covered.

Step 2. Use the site search for a specific word

The search page looks across tenders, guides, tender issuers, winning companies and upcoming projects at once. It is the fastest way to check whether a product, a buyer or a company name appears anywhere on the site.

Step 3. Look at projects before the tenders open

On Upcoming projects you will see World Bank projects in preparation, EBRD early notices and planned purchases from Prozorro. They are not tenders yet, but they show where money is going and give you time to prepare documents. Read What is a General Procurement Notice to see how to use them.

Step 4. Study who wins and who buys

  • Contract awards lists signed public contracts of UAH 5 million or more, with the winner and the buyer.
  • Winning companies shows which companies sign large contracts, in which sectors.
  • Tender issuers shows what a ministry, city or state company has bought before and what is open now.

Together these answer two practical questions: who is my competition, and who might be a local partner. See How to find a local partner using contract data.

Step 5. Read the guides before you bid

The guides explain the practical side: how to read a Prozorro tender, whether a foreign company can bid, who pays and how and a compliance checklist. They are general information, not legal advice.

Step 6. Find a partner, or be found

The company directory lets companies list themselves for free and say who they are looking for: foreign suppliers, local subcontractors, a bidding partner or local representation. You can filter by that. Organisations can also post a project need. Entries are posted by the companies themselves and are not verified by us, so check who you are dealing with before you share anything or send money. To list your own company, use Add your company.

Step 7. Do not miss new tenders: set up alerts

On the alerts page there are two options. The free option is a Telegram digest of new tenders. The Pro plan (US$79 a month) adds a daily email with every new tender, keyword alerts, watch lists for tender issuers and companies, early notice of EBRD projects, deadline reminders and a CSV export. You can cancel at any time. If you are not sure you need Pro, use the free tools above for a few weeks first and see how many relevant tenders you find.

Step 8. Be seen: optional advertising

If you want more visibility, you can boost your listing or sponsor a sector or tender-issuer page on the Advertise page. Paid placements are always labelled Sponsored.

A simple routine

  1. Once a week: check Tenders and Upcoming projects for your sector.
  2. For each tender that fits: open the official notice, read the specification and the deadline, and decide whether to bid, supply a contractor or watch.
  3. For each project that is coming: note the buyer and prepare your documents.
  4. Look up the buyer and likely winners in Contract awards and Winning companies.

General information, not legal or financial advice. Always confirm details in the official notice and tender documents.
