How to find tenders for building reconstruction in Ukraine
Building reconstruction is the largest group of public contracts we track in Ukraine: schools, hospitals, housing, administrative buildings and public facilities that need to be repaired, restored or rebuilt. This guide shows where to find these tenders, how to search, and what to check before you decide to bid.
Where these tenders are published
- Prozorro. Many reconstruction tenders from Ukrainian cities, regions, ministries and state companies are published here, usually in Ukrainian. See How to read a Prozorro tender.
- The World Bank, the EBRD and the EU. Larger projects financed by these funders publish their own notices, often in English. See Upcoming projects to find them before the tenders open.
On our Tenders page all of these are in one list, with an English headline for Ukrainian notices. Filter by the Housing and construction sector, or search for a word.
What to search for
- Words in the notice. In Ukrainian: "реконструкція" (reconstruction), "капітальний ремонт" (major repair), "відновлення" (restoration), "будівництво" (construction), "поточний ремонт" (routine repair). In English: reconstruction, major repair, restoration, rehabilitation.
- Product codes (CPV). Construction works fall under the CPV group 45. For example, 45454000 is restructuring work. The code is shown in the tender and in our list, and it helps you find similar tenders.
- The type of building. Add "school", "hospital", "kindergarten" or "dormitory" to narrow the search.
How big are these contracts?
Among the signed Prozorro contracts of UAH 5 million or more that we track, the typical (median) construction contract is about UAH 21 million, roughly US$0.5 million. Many are mid-size, not mega-projects. See Contract values by sector for the method and the other sectors. Contracts below UAH 5 million are not in these figures.
What to check in the documents
- The type of work. Reconstruction, major repair and routine repair are different jobs with different requirements. As a rule, reconstruction changes the parameters of a building, while major repair restores it without changing them. Read the technical specification and the description of works.
- The estimate and the bill of quantities. Construction tenders usually include an estimate or a list of works and quantities. Your price has to follow its structure.
- Qualification requirements. Experience with similar works, specialists, equipment, financial standing and any licences, permits or certificates the tender names. These differ between tenders.
- Bid security and performance security. Check the amount and the form.
- Deadlines and the schedule. The deadline for bids, the time for completion, and what happens if the work is late.
- Payment terms. Advance, payment by stages, and the time to payment after acceptance. See Who pays on a Ukrainian public contract.
- Where the money comes from. A city budget, a state fund or a donor. Donor-financed work follows the funder's rules.
If you are a foreign company
Foreign contractors usually have more success as a subcontractor, an equipment supplier or a partner of a Ukrainian contractor than as the main bidder. See Can a foreign company bid on Prozorro tenders? and Find a partner in Ukraine. The winning companies pages show which companies sign large construction contracts.
Keep track of new tenders
New reconstruction tenders appear every day. You can follow them with the free Telegram digest, or with the Pro plan: a daily email, keyword alerts such as "реконструкція" or "school", and reminders before deadlines. See alerts.
